Speaker: The Honorable Douglas W. Webster, DBA. 

This presentation will explore the concept of Value-Based Management, which is the strategically-driven balancing of cost, performance, and risk in a manner that maximizes overall organizational stakeholder value.  Whether you come from a primarily finance, performance, risk, information technology, or other background, this presentation will share how you can and need to engage in the broader community of stakeholders to deliver greater value to the enterprise and its stakeholders.

More on Our SpeakerThe Honorable Doug Webster, DBA:  

The Honorable Doug Webster served a career as an Air Force officer, with a final tour in the Office of the Secretary of Defense helping guide acquisition management policy. He has also served as a consultant to numerous federal agencies in the areas of cost management, performance management, enterprise risk management, and strategic planning.  His federal service includes serving as the CFO of the US Dept. of Labor under President George Bush, and the US Dept. of Education under President Trump. He has also served as Director of Risk Management at USAID and Deputy Director of the DoD Business Transformation Agency.  

He is pioneer in Enterprise Risk Management in the federal government, having introduced the topic to the White House in 2008, established the first federal interest group in ERM that same year, led the founding of the founding of the Association for Federal Enterprise Risk Management (AFERM) in 2011, and developed and taught the inaugural ERM course for George Washington University.

Dr. Webster has co-authored or co-edited four books, including Activity-Based Costing and Performance (1997), Chasing Change: Building Organizational Capacity in a Turbulent Environment (2009), Managing Risk and Performance: A Guide for Government Decision Makers (2014), and Value Based Management in Government (2020).  He is an elected Fellow of the National Academy of Public Administration. He currently leads the ERM consulting practice for TFC Consulting, and teaches enterprise risk management with Graduate School USA.
