Topic: China’s Cybersecurity Regime

Speakers: Steve Dickinson, Attorney and Dan Harris, Partner, with Harris Bricken

Members and guests from Hong Kong, Singapore, Thailand and Vietnam are also welcome to attend.

Presentation Topics: Steve and Dan will cover the following:
- The basic goal of the Chinese cyber-security system is to make all network communications/data within China transparent to the Party and its agents: no place to hide.
- How does cyber-insecurity fit into Chairman Xi’s concept of Comprehensive National Security under the basic policy that the Party is the leader on everything?
- What is the statutory and regulatory basis for the cyber-insecurity regime and how does it work in practice?
- How does the Chinese system push the foreign invested enterprise into an insecure network environment?
- What are the international implications of China’s cybersecurity regime?
- What can your company do against this: within China, an exercise in futility?

Speakers bios:

Dan Harris:
Dan Harris is a founding member of Harris Bricken, an international law firm with lawyers in California, Washington, Oregon, Spain (Barcelona and Madrid), and China. Most of his time is spent helping American and European companies navigate Asia and other emerging markets by working with the international lawyers at his firm in setting up companies overseas (WFOEs, Rep Offices and Joint Ventures), drafting international contracts, protecting IP, and overseeing M&A transactions.
Dan writes and speaks extensively on international law, with a focus on protecting foreign businesses in their overseas operations, especially in Asia. He is also a prolific and widely-followed blogger, writing as the co-author of the award-winning China Law Blog.

Steve Dickinson:
Steve Dickinson is an attorney with Harris Bricken, a boutique international law firm. The bulk of his practice is with foreign companies that do business with China. He works primarily with factories, fish plants, and farms that lie outside of Beijing and Shanghai. Steve conducts business primarily in Chinese and lived in China from 2003 to 2019.

Steve has lectured in Chinese at the University of Beijing School of Law and the Shanghai Bar Association. He is a frequent speaker throughout the United States and in China (both in English and in Chinese) on various issues relating to International, Chinese, Japanese, and United States law. Steve also co-authors the China Law Blog.
